Principal

Joyce Golbus Poll

Joyce is the principal of J. G. Poll & Associates and has been writing winning proposals for over twenty years. She began the firm in 2004 and consistently helps her clients achieve new heights.

Joyce’s passion for the field has been integral to her accomplishments. Early in her career, she began one of the first infant-parent centers in Illinois for children under three years of age with special needs. She continued from that point forward to achieve significant success in securing funding for high-profile initiatives. Highlights of her original works include:

• Conceptualizing, creating, and receiving seed funding for MedAccess Chicago, a free pharmaceutical access program for the uninsured (pre-Affordable Care Act).

• Conceptualizing and authoring one of two Children’s Health Insurance Program (CHIP) proposals funded in Illinois for homeless youth in shelters; it was one of only four proposals funded in the country within that category.

• Conceptualizing, creating, and receiving seed funding for the Pediatric Community Re-Integration Program, an innovative collaborative among three prominent hospitals.

Prior to founding J. G. Poll & Associates, Joyce held senior management positions at Easter Seals Metropolitan Chicago, Schwab Rehabilitation Hospital, and CommunityHealth, a free clinic for the uninsured. Her unique blend of three backgrounds—as a chief executive officer, as a fundraiser, and as a program administrator – gives clients a clear-cut advantage when it comes to proposal writing. Joyce possesses an extraordinary wealth of skills, with particular specialization in the fields of social and human services, children and youth, and public health.

Stefanie Graves

Stefanie has more than 25 years’ experience in the health care industry. With a master’s degree in business administration and a baccalaureate degree in nursing, Stefanie worked in both inpatient and community health care settings in numerous capacities. Prior to becoming an independent grant writer, Stefanie was employed by American Academy of Pediatrics, Easter Seals Metropolitan Chicago, Children’s Memorial Hospital, and Medicus Systems. In varied roles, she developed an expertise in preparing grant applications and writing proposals for both new and ongoing programs; budgetary analysis and cost containment; program development and implementation; access to care, including special populations; trend analysis; community health services; and development of promotional materials, including brochures and web copy.

Stefanie’s talents make her an outstanding grant writer with superior response rates. Her skills in program analysis and development have resulted in millions of dollars in savings for organizations she has served.

Paul Oostenbrug

Paul Oostenbrug helps health care and social service organizations obtain government funding through grants and proposals. His focus is with federally funded health care programs such as Medicaid, CHIP, TRICARE, and Medicare, including Accountable Care Organizations (ACOs). Paul has an extensive history as a participant or lead on multi-person proposal teams for Medicaid (TANF, CHIP, Foster Care, Aged, Blind, Disabled/ABD and Long Term Care/LTC), uninsured, and health care information exchange proposals to state governments on behalf of WellPoint, Anthem, Centene, Aetna, Molina, and AmeriChoice and has garnered high-award rates. He also has an expertise with managed behavioral care organizations (MBHOs), including Magellan and Cenpatico. He wrote proposals that won United HealthCare a $4 billion Medicare Supplement contract with AARP.

Paul’s distinctive talents and extensive experience in the development and management of proposals covering provider networks, care management, quality management, customer service, communications and cultural competency, and systems in multiple state markets for national managed care and behavioral health care organizations are critical in today’s health care arena.
